We are adopting a new approach to community development called ‘asset based community development’ or ‘ABCD’. This is listed as a priority under the ‘thriving communities’ theme within our council strategy 2024-28.
Asset based community development is a methodology for the sustainable development of thriving communities. Under this approach ‘assets’ are considered threefold; physical, social and environmental.
See examples below:
- physical – tangible assets or other physical items that benefit the community such as community buildings, carparks, bus shelters and buildings owned by others;
- social – skills and volunteer time, community passion and existing community groups and town and parish councils;
- environmental – natural assets such as rivers, streams, ponds, meadows, small opens spaces and woodland.
There are many benefits of using the asset based community development methodology. It enables local community organisations, including town and parish councils, to increase their capacity to do more for their areas, achieve their local vision for the future and benefit the residents they serve. When done properly it creates resilient communities that are better placed to support themselves and respond more dynamically to local issues and challenges.
Ultimately ABCD enables the development of greener, safer, healthier and thriving communities.
As a district council we have a key role to play in helping local organisations increase their capacity to do more for their local communities, which will include direct officer support and potentially the transfer of locally owned assets of community benefit.
We launched our new approach to asset based community development with our key local stakeholders in November 2024. Over 60 representatives came along to hear from speakers on the positives and challenges of this approach. They came away with an understanding that the people who benefit the most from this approach are residents and local communities. See the short video of our event here.
In 2025, we will be drafting, consulting and writing a new 5-year community development strategy, using asset based community development as our methodology. Further updates will be provided here and on social media.
