Fly tipping is a blight on the district’s beautiful countryside, and we will do everything we can to catch fly tippers and the people who hire them.
Our front-line enforcement staff have powers to issue fines for fly tipping. They also carry out investigations to find people who hire dodgy businesses to dispose of their waste.
In October, a Havant Borough resident was fined £400 for not using an authorised waste carrier to dispose of their waste, after their items were found dumped in Rowlands Castle.
A Portsmouth resident was fined a total of £760 (£400 plus a £160 victim’s surcharge and £200 costs) in November for refusing to help an investigation into fly tipping.
Also in November, a Four Marks resident was found guilty of dumping three bags of garden waste in the village. They were fined £250 plus a £34 victim’s surcharge.
Portfolio holder, Councillor Tony Costigan, said:
“We have a zero-tolerance approach to fly tipping and those involved should know that we’re coming after them.
“One of the great things about living in East Hampshire is our beautiful countryside, and anyone threatening that will be tackled with all of the tools at our disposal.”
How can you avoid a fine?
If you have rubbish you need to dispose of, book a trip to the tip (HWRC) or contact an approved waste carrier (don’t fall for dodgy people knocking on your door).
When they take your waste, you should get a waste transfer note as a receipt to show who took it. That way, if it is fly tipped, you’ll be able to show you did everything you could to ensure it was disposed of correctly.

How do you report a fly tip?
If you see someone in the process of fly tipping, please phone the police on 101.
If the fly tip is blocking the road, please contact Hampshire County Council.
Please be aware that fly-tips can contain dangerous and hazardous materials, so for your own safety we ask you not to touch any tip you may find. Also, please do not remove anything from the fly tip as this could compromise any prosecution that may result from our investigation.
